Job Description and Duties

Under the general direction of the Chief, Office of Construction Safety, Insurance & Special Projects (Supervising Transportation Engineer), the incumbent is responsible for implementing the statewide Construction Safety Program that is associated with the construction of highways, bridges, and other transportation related major structures. The engineer is the Division's construction safety subject matter expert and duties include but not limited to: implementing the assigned tasks from the Division’s Business Plan; leading the Division's safety program and coordinate with internal and external stakeholders to enhance Department's Construction Safety Program; developing and reviewing specifications, construction policy bulletins and directives and other Department directives; updating manuals, updating guidance material and providing training; sponsoring and participating in teams that develop solutions to challenging matters; monitoring the effectiveness of the Construction Safety Program; supporting district construction staff and construction safety coordinators; and leading efforts that focus on improvements to the Department’s Construction Safety Program.

Working Conditions

construction of highways, bridges, and other transportation related major structures. The engineer is the Division's construction  safety subject matter expert and duties include but not limited to: implementing the assigned tasks from the Division’s Business  Plan; leading the Division's safety program and coordinate with internal and external stakeholders to enhance Department's  Construction Safety Program; developing and reviewing specifications, construction policy bulletins and directives and other  Department directives; updating manuals, updating guidance material and providing training; sponsoring and participating in  teams that develop solutions to challenging matters; monitoring the effectiveness of the Construction Safety Program; supporting

district construction staff and construction safety coordinators; and leading efforts that focus on improvements to the  Department’s Construction Safety Program.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Incumbent will be required to participate and complete the Caltrans Resident Engineer Certificate Program.


New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

  • The position(s) require(s) a(n) Professional Civil Engineering License License. You will be required to provide a copy of your license prior to being hired.

  • Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers is required.
  • Possession of a valid driver’s license is required when operating a State owned or leased vehicle.
  • Statement of qualifications (SOQ) required.

The SOQ serves as documentation of each applicant’s ability to present information clearly and  concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the  SOQ not being considered and in disqualification from the interview. Each question must be numbered and addressed in the same order as the question below. The SOQ must typed, no more than two pages in length, and 12-point Arial font.

1. Demonstrated knowledge of construction contract administration and the ability to implement construction safety best practices.

2. Demonstrated experience in developing strong working relationships with all stakeholders and business partners to collaboratively achieve common goals.

3. Demonstrated experience in evaluation and implementation of innovative strategies.

4. Demonstrated ability to communicate effectively, both verbally and in writing, including the use of diplomacy, tact, and negotiating skills.

5. Demonstrated knowledge of state and federal highway construction policies, guidelines, and standards.
